Approving the redevelopment contract and disposition supplement of the Redevelopment Authority of the City of Philadelphia for the redevelopment and urban renewal of a portion of the New Kensington - Fishtown Urban Renewal Area, designated as Parcel No. 64 also sometimes identified by respective house number and street address as 2136 East Susquehanna avenue; authorizing the Redevelopment Authority to execute the redevelopment contract with James Gorman and to take such action as may be necessary to effectuate the redevelopment contract and disposition supplement.

This adopted resolution calls on the Mayor to treat PGW’s $18 million Fiscal Year 2004 payment as a debt owed to the City unless Council approves waiving it by ordinance, and to seek Council approval before reducing or waiving future PGW payments.
Calling upon the Mayor to submit to Council a proposed ordinance setting forth Council's approval of the waiver of the $18 million due to the City from the Philadelphia Gas Works ("PGW") for Fiscal Year 2004 if the Mayor wishes to waive that payment; further calling upon the Mayor to provide Council with assurances that no future payments due the City from PGW will be waived or reduced without Council approval by ordinance; and, if the Mayor refuses to take such actions, authorizing Council to retain counsel to file suit to challenge the Mayor's unilateral waiver of payments due the City from PGW without Council's approval by ordinance.
