This lapsed bill would have prohibited landlords from offering or renting property using a price based on “rentable space,” which includes shared areas such as hallways, elevators, and lobbies.
Amending Title 9 of The Philadelphia Code, entitled "Regulation of Businesses, Trades and Professions," by adding a new Chapter entitled "Protection Against Abusive Rental Practices," by prohibiting the rental of property based on a cost per rentable space basis, under certain terms and conditions.
