This enacted ordinance authorizes the City’s Commissioner of Public Property to lease or transfer, for nominal consideration, about 5.8 acres of city-owned land and its buildings in the area bounded by Penrose Ferry Road, Hog Island Road, and I-95 to the Philadelphia Authority for Industrial Development.
Authorizing the Commissioner of Public Property on behalf of the City of Philadelphia to lease or convey to the Philadelphia Authority for Industrial Development, for nominal consideration, all or part of a certain triangular parcel of land with the buildings and improvements thereon situate in an area generally bounded by Penrose Ferry Road to the north, Hog Island Road to the east, and I-95 to the southwest, under certain terms and conditions.

This enacted ordinance authorizes Philadelphia’s housing and commerce officials to apply for federal and state funding for community development, affordable housing, emergency shelters, housing for people with AIDS, and blight prevention.
Authorizing the Secretary of Housing or his designee (Secretary of Housing), on behalf of the City, to file applications with the United States Department of Housing and Urban Development (HUD) for a Community Development Block Grant (CDBG); to participate in the HOME Investment Partnership program and the Emergency Shelter Grant (ESG) program; and for a Housing Opportunities for Persons with AIDS (HOPWA) grant; and with the Commonwealth to obtain grants under the Act of April 12, 1956, P.L. 1449, Section 4, as amended, to prevent and eliminate blight; authorizing the Director of Commerce to use the Section 108 Loan Guarantee Program; and authorizing the Secretary of Housing and the Director of Commerce to enter into all understandings and assurances contained in such applications and take all necessary action to accept the grants, all under certain terms and conditions.

This enacted ordinance authorizes the Commissioner of Public Property to transfer City-owned property at 214–32 Diamond Street, including its buildings and improvements, to the Philadelphia Authority for Industrial Development for a nominal payment.
Authorizing the Commissioner of Public Property to execute and deliver to the Philadelphia Authority for Industrial Development, for nominal consideration, a deed conveying fee simple title to certain tracts of City-owned land with buildings and improvements thereon, known as 214-32 Diamond Street located on the south side of Diamond Street in the City of Philadelphia, for further conveyance at less than fair market value.
