The adopted resolution demands that the City Administration replenish Neighborhood Transformation Initiative bond funds used to acquire real estate without the approval required by City law, so the funds can be used for authorized NTI purposes.
Demanding that any Neighborhood Transformation Initiative ("NTI") bond proceeds that have been used to acquire real estate without the required approval of Council be replenished immediately and made available for authorized NTI purposes, and if such action is not taken immediately, authorizing Council to retain counsel to file suit to compel such action.

Authorizing the Commissioner of Public Property to execute and deliver to the Redevelopment Authority of the City of Philadelphia, without consideration, deeds conveying conditional fee simple title to certain City-owned lots or pieces of ground with the buildings and improvements thereon, situate in the Fifth, Twenty-third, Twenty-fifth, Thirty-first and Thirty-ninth Wards of the City of Philadelphia, pursuant to Chapter 16-400 of The Philadelphia Code and authorizing the Redevelopment Authority of the City of Philadelphia to dispose of such properties for rehabilitation and/or improvement in accordance with the terms of Chapter 16-400 of The Philadelphia Code.
