This enacted change to Philadelphia’s business privilege tax credit for contributions to community development corporations allows a business that ends its contribution agreement to keep tax credits it already received.
Amending Section 19-2604 of The Philadelphia Code, relating to tax rates and credits for the business privilege tax, by amending the credit for contributions to community development corporations to allow a business that terminated a contribution agreement to remain eligible for future tax credits under the provision that permits two businesses to apply jointly for the tax credit, under certain terms and conditions.

The enacted ordinance authorizes Philadelphia to continue issuing up to $150 million in Gas Works revenue notes at one time to finance or refinance Philadelphia Gas Works inventory and customer receivables.
Authorizing, generally, the continued issuance and sale by the City of Philadelphia of Gas Works Revenue Notes of the City, prescribing the forms of notes and providing for their execution and payment, pledging certain revenues of the Gas Works as security, adopting a rate covenant and directing the imposition and collection of rates and charges sufficient to comply therewith, prescribing the conditions precedent to the issuance of specific series of notes, including a resolution passed by the Bond Committee providing for establishment of credit support for notes, providing for designation of a fiscal agent and sinking fund depositary, providing for establishment of a sinking fund and its management, providing remedies upon default, and providing for amendments and modifications.

This enacted ordinance authorizes Philadelphia’s Bond Committee to issue up to $65.525 million in general-obligation bonds for transit, streets and sanitation, municipal buildings, parks and museums, and economic and community development.
Authorizing the Bond Committee to sell bonds at public or private negotiated sale, to provide funds toward various capital municipal purposes; providing for appropriations to the Sinking Fund Commission for the payment of such bonds; authorizing agreements to provide credit or payment or liquidity sources for the bonds in connection with issuance of the bonds, and certain other actions; providing for obtaining the consent of the electors to increasing the indebtedness of the City; and fixing a day and providing for arrangements for holding the election for obtaining such consent.

This enacted ordinance changes the Philadelphia Zoning Maps for certain properties within the area bounded by Marsden Street, Friendship Street, Keystone Street, and Tyson Avenue.
