This enacted ordinance amends Philadelphia’s Property Maintenance Code to define “foreclosed vacant residential property” as a vacant home connected to specified stages of a mortgage foreclosure, including default, a filed foreclosure notice, an ongoing foreclosure case, or transfer to the lender.
Amending Title 4 of The Philadelphia Code (The Philadelphia Building Construction and Occupancy Code), Subcode PM (The Philadelphia Property Maintenance Code), by providing for definitions and amending requirements applicable to foreclosed residential premises, all under certain terms and conditions.

This enacted bill provided for a special election question on April 26, 2016, asking Philadelphia voters whether to amend the Home Rule Charter to create an independent Commission on African-American Males.
Providing for the submission to the qualified electors of the City of Philadelphia of an amendment to The Philadelphia Home Rule Charter establishing and defining the responsibilities of an independent Commission on African-American Males; fixing the date of a special election for such purpose; prescribing the form of ballot questions to be voted on; and authorizing the appropriate officers to publish notice and to make arrangements for the special election.
