This enacted law excludes certain property transfers involving the Philadelphia Housing Authority (PHA) from Philadelphia’s realty transfer tax.
Amending Chapter 19-1400 of The Philadelphia Code, entitled "Realty Transfer Tax," by excluding from the tax a transfer of property between the Philadelphia Housing Authority (PHA) and a Pennsylvania Limited Partnership (PLP) whose General Partner PHA owns and controls; and a transfer of property from PHA or a PHA-controlled PLP to a wholly owned subsidiary of PHA; all under certain terms and conditions.

The enacted ordinance provides that when someone appeals a final Parking Appeals Panel decision to the Court of Common Pleas, the losing party must pay the court filing fee.
Amending Title 12 of The Philadelphia Code, entitled "Traffic Code," by providing for the reimbursement of filing fees for parking ticket appeals; all under certain terms and conditions.
