City Council adopted a resolution approving an amendment to the Philadelphia Redevelopment Authority’s lease and development agreement with Parametric Garage Associates for the parking garage near 11th and Arch Streets in the Market Street East urban renewal area.

Initiating action to continue the Roxborough Neighborhood Improvement District beyond its termination date in an area that generally includes both sides of Ridge Avenue from Main Street beginning with 5122 Ridge Avenue to 7220 Ridge Avenue and certain blocks of streets that intersect that portion of Ridge Avenue; continuing the designation of the Roxborough Development Corporation, a Pennsylvania nonprofit corporation, as the Neighborhood Improvement District Management Association for the District; approving a preliminary plan for and report concerning the District; and authorizing and directing the Committee on Rules and the Clerk of Council to take all actions that are required by the Community and Economic Improvement Act prior to enactment of an ordinance that would formally continue the District.

Authorizing the Director of Commerce and the Director of Finance to enter into amendments to multiyear agreements with the Philadelphia Authority for Industrial Development ("PAID"), the Philadelphia Redevelopment Authority, formerly known as the Redevelopment Authority of the City of Philadelphia ("PRA"), and other parties as necessary concerning the parking garage project constructed as part of the overall Market Street East - Gallery II Redevelopment Project, including an additional amendment to the agreement between the City and PAID, as amended, originally authorized by Bill No. 546 (approved June 15, 1993), and further authorizing the Director of Commerce and the Director of Finance, where necessary or prudent, to enter into ancillary agreements with any or all of PAID, PRA, Parametric Garage Associates ("Parametric"), a new lender to Parametric, and other parties under certain terms and conditions.
