This enacted ordinance strengthens Philadelphia’s protections against housing discrimination based on source of income, including Housing Choice Vouchers (Section 8) and other housing assistance.
Amending Chapter 9-1100 of The Philadelphia Code, entitled "Fair Practices Ordinance: Protections Against Unlawful Discrimination," to clarify and enhance protections against housing discrimination for housing assistance program participants, to modify certain procedures for investigation of housing discrimination complaints and conciliation, appeal and election of civil action of all complaints filed with the Commission, and to make related technical changes, all under certain terms and conditions.

The enacted measure changes Philadelphia zoning rules for certain developments that receive extra floor area, height, or dwelling-unit density in exchange for payments instead of building affordable housing.
Amending Section 14-702 of The Philadelphia Code, entitled "Floor Area, Height, and Dwelling Unit Density Bonuses," to add requirements related to the use of payments in lieu of building affordable housing to receive floor area, building height and dwelling unit density bonuses; and amending Section 14-533, entitled "/MIN, Mixed Income Neighborhoods Overlay District," to add requirements related to the use of payments in lieu of building affordable housing to satisfy certain minimum affordable housing building requirements; all under certain terms and conditions.
