COMMUNICATION 180934

This communication reports that the mayor returned Bill No.

October 18, 2018 TO THE PRESIDENT AND MEMBERS OF THE COUNCIL OF THE CITY OF PHILADELPHIA: I am hereby returning without my signature Bill No. 180295-AAA, which was passed by Council,at its session on October 4, 2018. This Bill makes several changes to the Zoning Code, including a provision that would require a specific size, type, and color of sign as well as require notification to owners of changes to the base zoning district. As a matter of policy, I am in support of any effort to ensure that Philadelphia residents are well informed on new and changing development occurring in their neighborhoods. However, the legislation does not speak to this important goal, but rather, the legislation creates cumbersome and expensive hoops through which residents who are seeking to make improvements must jump. COMMUNICATION 180933

This communication is recorded with a status of placed on file.

October 18, 2018 TO THE PRESIDENT AND MEMBERS OF THE COUNCIL FO THE CITY OF PHILADELPHIA: I am hereby returning without my signature Bill No. 180498-AAA, which was passed by Council at its session on October 4, 2018. This bill outlines the procedures for the Administrative Review process for cases that were previously approved by the Zoning Board of Adjustments and need to modify the scope of their original approval. While these types of changes are fairly routine, the imposition of a 120-day time limit will significantly hamper development by forcing these changes to go backwards through the system to the Zoning Board of Adjustments for a second time. For this reason, I am returning without my signature, Bill No. 180498-AAA. Respectfully, James F. Kenney Mayor

COMMUNICATION 180932

This communication reports that the mayor returned Bill No.

October 18, 2018 TO THE PRESIDENT AND MEMBERS OF THE COUNCIL OF THE CITY OF PHILADELPHIA: I am hereby returning without my signature Bill No. 180504, which was passed by Council at its session on October 4, 2018. This bill would authorize the Director of Finance to provide funding to help offset the cost of insurance premiums for qualified Registered Community Organizations (RCO). Over the past several months, my administration has engaged with City Council around the topic ofRCO Reform. There are many incredible, professional, and well run RCOs throughout the City of Philadelphia, but there are a number ofRCOs that are not. We believe that only through extensive reforms and professionalization can we ensure that every neighborhood, regardless of economic stability, has a well-functioning RCO. Unfortunately, this legislation came before these reforms could even be discussed by all of the relevant stakeholders. Until there is meaningful reform for RCO, we cannot subsidize the co...
