This enacted bill directed that Philadelphia voters be asked whether to amend the City’s Home Rule Charter to require the City to indemnify and defend registered community organizations against claims arising from their lawful participation in the zoning variance process.
Providing for the submission to the qualified electors of the City of Philadelphia of the proposal set forth in a Resolution approved by Council proposing an amendment to the Philadelphia Home Rule Charter to provide for indemnification and defense by the City in connection with claims made against any registered community organization arising directly out of the lawful participation by such an organization in zoning matters and related land-use process; and authorizing the appropriate officers to publish notice and to make arrangements for the special election.

The enacted ordinance amends Philadelphia’s rules for public spaces by prohibiting people from wearing ski masks or balaclavas in school buildings, recreation centers, daycares, parks, City-owned buildings, and public transportation.
Amending Chapter 10-600 of The Philadelphia Code, entitled "Public Spaces - Prohibited Conduct," by prohibiting certain facial coverings from being worn in certain spaces; under certain terms and conditions.
