This enacted ordinance authorized the Mayor to amend Philadelphia’s lease agreements with the Philadelphia Eagles and The Phillies concerning Veterans Stadium.
Authorizing the Mayor, on behalf of the City of Philadelphia, to enter into Amendments to the City's Lease Agreements with the Philadelphia Eagles Limited Partnership, a Delaware limited partnership, and with The Phillies, a Pennsylvania limited partnership, co-tenants at City's Veterans Stadium, to provide for certain capital repairs, restorations and replacements to be made to Veterans Stadium in the event that ordinances necessary for the financing, development and leasing of a new football stadium and of a new baseball ballpark are not enacted by City Council and approved by the Mayor by November 3, 2000, all under certain terms and conditions.

This enacted ordinance extended until December 31, 2000, the deadline for meeting the conditions of a 1997 ordinance concerning changes to street lines and grades in the area around Poplar, Twelfth, Parrish, and Watts Streets.
Amending Section 2 of an Ordinance (Bill No. 970348) approved July 1, 1997, entitled "An Ordinance authorizing and directing the revision of lines and grades on a portion of City Plan No. 58 of an area bounded by Poplar street, Twelfth street, Parrish street and Watts street, by revising the lines and grades of Ogden street from Watts street to Thirteenth street and by striking from the City Plan and vacating Myrtle street from Twelfth street to Watts street, all under certain terms and conditions, including the dedication to the City of the unopened portions of the widened portions of Ogden street," by extending the period for compliance with the authorization conditions therein.

The enacted ordinance authorized the Mayor to enter into agreements with the Philadelphia Authority for Industrial Development (PAID) involving a football practice facility to be developed at Broad Street and Pattison Avenue.

The enacted ordinance allows licensed sidewalk cafés on Chestnut Street and Walnut Street between Broad Street and 18th Street without requiring a zoning certificate under the Center City commercial-area rules.
Amending Section 14-1607 of The Philadelphia Code, entitled "Special Controls for the Center City Commercial Area" by providing that nothing in that section shall prohibit the maintenance of, licensed sidewalk cafés along certain portions of Chestnut street and Walnut street and amending Section 9-208 of The Philadelphia Code entitled "Sidewalk Cafes", by requiring the main restaurant use more than twenty five percent (25%) of its interior gross floor area for seating and that all food served be on non-disposable containers.
