Providing for the submission to the qualified electors of the City of Philadelphia of an amendment to Article VIII, Chapter 5 of the Philadelphia Home Rule Charter, entitled "Referenda Approved by the Voters," by adding a new section providing that the citizens of Philadelphia urge the United States to begin an immediate withdrawal of its troops from Iraq, beginning with the National Guard and Reserve and ending with a total withdrawal of U.S. forces by the end of year 2006; fixing the date of a special election for such purpose; prescribing the form of ballot questions to be voted on; and authorizing the appropriate officers to publish notice and to make arrangements for the special election.

The enacted ordinance authorizes the City’s Board of Surveyors to revise the City Plan by adding Cates Way near Verree Road and Charette Road and removing part of Ferndale Street between Springview Road and a nearby property line.
Authorizing and directing the revision of lines and grades on a portion of City Plan No. 393 by placing on the City Plan Cates Way, on the northwesterly side of Verree Road, at a distance of approximately 224' southwest of Charette Road, and striking Ferndale Street from Springview Road to a property line produced approximately 101' southwest of Charette Road, under certain terms and conditions, including the dedication to the City, free and clear of all encumbrances, of the bed of Cates Way.

This enacted ordinance authorizes Philadelphia’s Managing Director to enter agreements with Wireless Philadelphia and the Philadelphia Authority for Industrial Development to create and manage a citywide wireless broadband Internet system.
For the purpose of creating a citywide wireless broadband Internet access system, to bridge the digital divide, to increase the efficiency and reduce costs of government, and to promote economic development and tourism, authorizing the Managing Director, on behalf of the City of Philadelphia, to enter into a Management and Service agreement with Wireless Philadelphia, a Pennsylvania not-for-profit corporation, pursuant to which Wireless Philadelphia will provide management services relating to a citywide wireless broadband Internet access system and will develop and implement programs to bridge the digital divide, and to enter into an agreement with the Philadelphia Authority for Industrial Development granting the Authority certain rights for the authorization of the placement of wireless communications equipment on certain municipally-owned street light fixtures; all under certain terms and conditions.

This enacted measure amends Philadelphia’s Housing Development Agreement Ordinance, which covers low-cost residential development and redevelopment and transfers of certain City-owned properties.
Amending the Ordinance approved June 28, 1966 (Bill No. 1845), as amended, known as the "Philadelphia Housing Development Agreement Ordinance," and entitled "An Ordinance authorizing the Commissioner of Public Property on behalf of the City to enter into an agreement with the Philadelphia Housing Development Corporation to provide for low cost residential development and redevelopment in the City and to cooperate in certain housing programs, including the transfer of certain parcels of land, under certain terms and conditions," by requiring the express approval of Council by ordinance prior to the transfer of any City-owned property pursuant to that Ordinance or pursuant to the agreement authorized by that Ordinance.
