September 10, 2025 TO THE PRESIDENT AND MEMBERS OF THE COUNCIL OF THE CITY OF PHILADELPHIA: I am submitting herewith for the consideration of your Honorable Body the following proposed Ordinance: AN ORDINANCE Amending Chapter 12-900 of the Philadelphia Code, entitled "Parking Regulations and Penalties," to confirm regulations adopted by the Department of Streets that establish and revise time-limited and other rules restricting parking, stopping and standing, including the establishment of time-restricted loading zones, in the Center City area, bounded by Spring Garden street, the Schuylkill River, Bainbridge street and the Delaware River; and to reauthorize changes and additions to such parking rules in the Center City area by the Department of Streets on an ongoing basis; all under certain terms and conditions. September 10, 2025 TO THE PRESIDENT AND MEMBERS OF THE COUNCIL OF THE CITY OF PHILADELPHIA: I am hereby returning unsigned Bill Number 250331, introduced by Councilmember Nicholas O'Rourke, and passed by City Council on June 12, 2025. Bill Number 250331 would allow the creation of an Anti-Displacement Fund for residential tenants who cannot stay in their homes because the building they live in has been closed due to a cease operation order. While protecting vulnerable tenants is a laudable goal, given the length and complexity of the Code enforcement process associated with this ordinance, we are concerned about the efficacy of using violations as sources of revenue. Both the revenues from violations and the costs of implementation are unpredictable, making it hard to know what the net costs will be. For these reasons, I am returning Bill Number 250331 unsigned. September 10, 2025 TO THE PRESIDENT AND MEMBERS OF THE COUNCIL OF THE CITY OF PHILADELPHIA: I am hereby returning unsigned Bill Number 250292, introduced by Councilmember Quetcy Lozada, and passed by City Council on June 05, 2025. Bill Number 250292 would expand certain commercial business curfews by including the entire Seventh and Eighth Council Districts. When the initial series of business curfew bills passed last year, this administration welcomed their enactment. This decision was based on the limited scope of the prior legislation and its focus on areas with a documented history of late-night crime and disorder. This targeted approach has allowed the administration to deploy limited resources more effectively, focusing on locations where late-night business activity has had the greatest impact on public safety. Expanding the curfew zone to include the entire Seventh and Eighth Council Districts and additional neighborhoods in the First Council District, however...

September 10, 2025 TO THE PRESIDENT AND MEMBERS OF THE COUNCIL OF THE CITY OF PHILADELPHIA: I am hereby returning unsigned Bill Number 250273, introduced by Councilmember Mark Squilla, and passed by City Council on June 05, 2025. Bill Number 250273 would amend certain existing restrictions on vehicle noise and create several vehicle noise prohibitions, each applying differing geographic and event restrictions, noise standards, and penalties. The need to address vehicle noise pollution is salient, and we appreciate the Council's efforts to address it with this bill. However, I have been advised by the Law Department that Bill Number 250273 has several legal and practical challenges. Because of these challenges, I am returning Bill Number 250273 unsigned. September 10, 2025 TO THE PRESIDENT AND MEMBERS OF THE COUNCIL OF THE CITY OF PHILADELPHIA: I am hereby returning unsigned Bill Number 250213-A, introduced by Councilmember Nina Ahmad, and passed by City Council on June 12, 2025. Bill Number 250213-A is intended to regulate the sale of vaping devices to individuals under the age of 21. While this is a laudable goal, I have been advised by the Law Department that the requirements of this bill are both preempted by state law and inconsistent with the Philadelphia Home Rule Charter. September 10, 2025 TO THE PRESIDENT AND MEMBERS OF THE COUNCIL OF THE CITY OF PHILADELPHIA: I am hereby returning unsigned Bill Number 250043, introduced by Councilmember Jamie Gauthier, and passed by City Council on June 05, 2025. This bill will define "affordable housing project" and enable the City to more effectively track zoning approvals and timelines, regardless of whether a variance or special exemption is required. Bill Number 250043 also alters the fee schedule for appeals to the Zoning Board of Adjustment by waiving the "accelerated hearing" fee for certain defined affordable housing projects. This will increase the number of cases heard on the accelerated schedule, potentially lengthening the time it takes to hear an accelerated appeal and, thus, reducing the difference between an accelerated appeal and a regular appeal. September 10, 2025 TO THE PRESIDENT AND MEMBERS OF THE COUNCIL OF THE CITY OF PHILADELPHIA: I am hereby returning unsigned Bill Number 250041, introduced by Councilmember Jamie Gauthier, and passed by City Council on June 05, 2025. The Philadelphia City Planning Commission considered Bill Number 250041 at its public meeting on February 21, 2025, and held the case to continue working with the bill sponsor. While the Commission did not vote on the final version passed by the Council, Bill Number 250041 still presents unresolved technical challenges.
